SECCO has currently been taking part in the “voluntarily cancelling carbon quota by enterprises” activity initiated by Shanghai Municipal Development & Reform Commission. In the condition of possible quota gap in 2016, it voluntarily cancelled a carbon emission quota of 5,000 tons (equivalent to RMB 30,000 subject to the current quota price). Being always committed to zero accident, zero personnel injury and zero environmental damage, SECCO has voluntarily cancelled the carbon quota to show the persistence of its commitment, and best demonstrate the courage of undertaking its social responsibilities. Shanghai Municipal Development & Reform Commission has granted a certificate of honor to SECCO for its contribution to low carbon and emission reduction in Shanghai Municipality.

During the preparation stage of carbon trading in Shanghai at the end of September 2012, it set up a working team of carbon emission ,with an attempt to smoothly promote the work for carbon emission and ensure complete and high-quality settlement. It took an active part in preparing the Measures for Accounting and Reporting Greenhouse Gas Emission in the Chemical Industry of Shanghai Municipality, and accordingly established its models for monitoring and predicting carbon emission to achieve monthly track. After the Proposal of Shanghai Municipality for Allocation and Management of Carbon Emission Quota in 2013~2015 was issued, SECCO communicated with Shanghai Municipal Development & Reform Commission and the Pilot Office for Carbon Emission to get the expected quota. In November 2013, it registered to become one of the first trading enterprises of autotrophic carbon emission in Shanghai Municipality and officially involve the market activities of carbon trading in Shanghai Municipality. In the 3-year pilot work from 2013 to 2015, it made positive efforts and was successfully inspected by third parties per year. In the condition of 100% inspecting sample coverage rate, the inspection results were slightly different from the annual report submitted and the quality rank of carbon emission data reached Class II (it generally fell into Class I~V, and Class I was the best). Moreover, SECCO positively implemented energy conservation and emission reduction with cumulative investment of RMB 20.5 million. It completed eight programs for transformation of energy-saving technologies to reduce fuel, electricity and steam consumption, with a decrease of CO2 emission by 62 thousand tons. On the basis of the aforesaid work, it successfully settled its quota. SECCO always pays the quota of carbon emission in the last year in full on time in every June and makes a contribution to achieving 100% performance on time in Shanghai.
